Good idea in theory, but very bad in real life use. Almost every time someone would click the "Next Blog" button they will end up in an empty blog, because some smart asses registered all the combinations of domain names, and leaved the blogs empty, in hope that someone would eventually want that name and they would play for it.
So this is the main reason why the Navbar is not productive in blogger's plans. As a side-note, i myself hope that the team on blogger would take action and delete all of those millions fake blogs out there and make the name available for people who will use them properly. They could also put a rule... something like no post for one year and the blog gets automatically deleted.
Now let's talk about the Navbar from a bloggers perspective.
All of us use some custom templates and the Navbar doesn't blend nicely at all with the custom design. And keeping it in hope that we'll get some new visitors via the "Next Blog" button is not worth it.

How to remove the blogger Navbar
Step 1. Go to your Dashboard at Layout section.
Step 2. Search for the element called: "Navbar". Then click on "Edit".
Step 3. You will get a popup window that looks like this:
That's it. Your blog will no longer have the Navbar. As a side-note, in the past there wasn't any "Off" button available and you had to do some harder things directly in the template editor to hide it. Finally blogger's team realized just how useless the navbar is :)
